Network Operations Manager ( Mauritius)

Role Description:

• The Project Coordinator is responsible for successful coordination of all Telco internal and external projects. 
• This includes administering the activities all the phases of project management including Initiation, Planning, Execution, Control and Closure phases. 
• In addition to the project management he will also assist the Telco operations for all transmission related enhancements, planning and coordination for its network or special projects, leadership abilities, time management proficiency, technical acumen, and an engineering background, experienced with field support team management. 
• This person is responsible for overseeing parameters within the realm of internet systems, specifically in the telecommunications industry.

Responsibilities:

• Preparation, maintaining and monitoring project plans, project schedules, work hours, budgets and expenditures / procurement.
• Organizing, attending and participating in stakeholder meetings including documenting and following up on important actions and decisions from meetings
• Designs an overall schedule for a project and makes necessary adjustments if and when problems arise
• Ensuring projects adhere to frameworks and all documentation is maintained appropriately for each project
• Ensure stakeholder views are managed towards the best solution
• Assess project risks and issues and provide solutions where applicable
• Chair and facilitate meetings where appropriate and distribute minutes to all project team members
• Liaise with clients to identify and define requirements, scope and objectives.
• Monitor project progress and handle any issues that arise.
• Keeps management in the loop by preparing project updates and presentations that showcase a project's value and status.
• Stays familiar with companies policies and goals and works to make sure that all members of a project team adhere to set standards and requirements are met through conducting quality assurance tests
• Co-ordinate with the field engineers of Radio Network and Switching Sections for rectifying radio network problems and improving the network performance and quality
• Perform RF Planning and Optimization activities independently including RF Engineering (RF Survey, LOS Survey, EMF Survey, Drive Test)
• Prepare and design link engineering report for Microwave deployment as well as prepare Cell Design Data for the new BTS sites
• Analyse neighbour relations and implementation of corrections.

• Analyse network & system response and determine tuning recommendations to improve performance.
• Implement technology and customer-servicing infrastructure changes.
• Define requirements in support of budget plans and make recommendations for ways to improve performance and reduce costs.
• Develop network and system performance tools and integrates them into the existing infrastructure.
• Design an effective test plan for any new / changed customer-servicing infrastructure.

• Ensure documentation related to all network systems is maintained.
• Demonstrate ability to work in team environment and help resolve issues.

Requirements:

• Minimum 5 years transmission engineering experience
• Excellent project Management skills

• Understanding of Radio Resource Management functionalities (e.g. Admission Controls, Handover control, Capacity management, etc.). 
• Experience with common RF design simulation tools – Ability to use common CAD schematic capture tools. 
• Knowledge of 3G/4G RF technologies such as LTE, WiMAX, HSPA+, or advanced Wi-Fi very desirable. 
• Sound knowledge of FTTx network field configurations, design benchmarks, and installation parameters for active Ethernet and PON systems.
• Knowledge and experience with TDM networks, TDM network elements and TDM signals including DS1 and DS3 will be a definite advantage. 
• Knowledge and experience with SONET networks, SONET network elements, and SONET carriers and signals including VT1.5, STS-1, STS-3c, STS-12c, OC-3, OC-12 will be a definite advantage "
