Our client is a world-class integrated petrochemical plant producing high-density and medium-density polyethylene, 1-hexene and other products, using state-of-the-art technology. They have a production designed capacity of 453,000 tonnes/year of PE and a 1-hexene unit with a designed capacity of 47,000 tonnes/year. The site also has a Sulphur recovery and solidification plant, a water treatment plant, seawater cooling system, dock facilities and administrative buildings. Their vision is to grow sustainably, in alignment with Qatar National Vision and became the leader of world class operators in the petrochemical industry by 2027.
Role Description:
- Direct, manage and monitor a wide range of production, maintenance to effectively plan and execute RLOC production ptan while maintaining plant safety, reliability, efficiency, cost effectiveness and product quality and ensure achievement of plant safety target and set business plan and production/profitability targets.
Responsibilities:
Corporate Strategy
- Develop and execute the Plant Management long-term strategic plan in alignment with the corporate strategies.
- Develop annual business plans for the Plant Management and ensure the achievement of financial and strategic objectives.
- Report to the DCEO on the progress of activities against the annual business plans, opportunities, challenges and issues faced, mitigations taken, etc. as required, to make an informed decision.
- Ensure RLOC is operated in alignment with shareholder business plans and report to the Operating Committee represented by Q-Chem, Q-Chem Il, Qatofin, Qapco and Total.
- Manage and continuously monitor the performance of the Plant to ensure performance deviations are identified in a timely manner, and required resources and actions are implemented to meet performance targets.
Leadership
- Manage the performance of the RLOC employees, define workforce requirements, and ensure recruitment, training and development of talent, in conjunction with the Human Capital Department to achieve business objectives.
- Ensure the implementation of the Quarterisation strategic plans by developing and assisting qualified Qatari Nationals to occupy potential vacancies so as to adhere to set Qatarisation targets.
Organisation Structure
- Recommend an optimum organisation structure for RLOC plant, in coordination with the DCEO and the Human Capital Department, to ensure smooth workflow of operational processes and optimal utilisation of resources.
Budget Planning
- Prepare and recommend the plant's budget in alignment to the respective annual business plan.
- Monitor the plant's financial performance against the approved budget, identify areas of unsatisfactory performance (if any), and recommend mitigating actions.
Plant Operations & Management
- Direct production and maintenance teams on production and maintenance strategies in order to optimise production and minimise down time.
- Provide guidance to direct report on potential risk areas in order to improve the long term reliability of the Direct minor and major changes within the plant and its respective processes so as to ensure a safe working environment whilst maintaining plant efficiency levels.
- Oversee RLOC plant operational performance in terms of efficiency and reliability to ensure that achievement of safety target and set production targets within allocated operational budget.
- Ensure synergy creation between Plant teams (i.e. Production, Technical, Maintenance, TA and Planning teams) to ensure timely and cost effective resolution of identified operational challenges/risks to maintain ongoing plant reliability and integrity that would support effective target achievement.
- Contribute to the operational alignment and coordination efforts between RLOC and Q-Chem Il plants in order to ensure effective synergy creation and operational optimisation.
- Monitor plant operational performance through daily and periodic reporting tools and dashboards to assess production, efficiency and product quality levels.
- Ensure the development of relevant action plans with the production team to resolve and address any identified production deviations.
- Oversee the execution of the annual plant maintenance plan and reliability with coordination of CTO to ensure continuous plant reliability, safety and integrity to support production targets.
- Lead the planning and execution of various plant shutdowns and turnarounds to ensure that plants are reliably and smoothly operating with the least disruption to business plan.
- Oversee the sourcing and availability of feedstock, materials and supplies are available when required to support production plan achievement.
- Ensure the application of Total Quality Management and oversee various initiatives aiming to raise operational efficiency.
- Interface with outside parties on behalf of RLOC: including RLTO, RLIC best practice teams and Qatar Energy affiliates.
Change Management
- Identify and manage implementation of change initiatives on systems, processes and practices taking into account 'international leading practices', and/or other changes in the business environment.
Policies, System, Processes and Procedures
- Manage the development and implementation of policies, systems, processes and procedures in order to ensure operational excellence.
- Identify and manage the implementation of improvements to ensure compliance with Q-Chem's standards and regulatory requirements that are aligned to business needs to increase operational effectiveness.
Quality, Health, Security, Safety and Environment
- Act as a role model for the RLOC plant to ensure that the "journey to safety" becomes "a way of life" throughout RLOC by instilling a safety mentality to staff at all levels, ensuring safe operations, compliance of staff with the organisation's quality standards: HSSE guidelines, policies, procedures, and systems in order to achieve zero harm to people, assets and the environment.
Management Reporting
- Ensure that regular and ad-hoc reports are prepared in a comprehensive, accurate and timely manner to meet business reporting requirements and standards and provide insight to facilitate sound decision making.
Organisation Structure

Requirements:
- Required (Qualification l / Discipline): Bachelor’s degree in chemical, Mechanical or Electrical Engineering.
- Preferred (Qualification l / Discipline): Master’s degree in chemical, Mechanical, or Electrical Engineering or MBA.
