Job description

Role Description:


  • Participates and provides support in the implementation of the SHE (Safety, Health and Environment) strategy at the company level (OpCO Romania); Coordinates the organization towards a high performance by developing, following and executing the Safety, Health, Environment and Emergency situation strategy at company level in a sustainable way. 


Responsibilities:


  • Ensures that decisions are in accordance with Safety standards and legal requirements; Check the level of compliance of factories with standards
  • Identifies the gaps, proposes actions and follows the implementation
  • Updates the status of the requirements in HeiQuest Organizes and coordinates activities related to safety, environment, emergency situations at OPCO level; Coordinates risk identification and assessment activities, and proposes countermeasures that lead to safe and acceptable conditions; Provides support regarding the application and compliance with the legislation in the field of safety, environmental protection and emergency situations; Updates and implements the internal procedures/regulations regarding health and safety at work, according to the requirements of the law and government decision; Coordinates, maintains and audits the SHE systems; Monitors the development and updating of SHE working instructions; Monitor the development of the prevention and protection plan composed of technical, sanitary, organizational and other measures, based on safety risk assessment; It is ensured that the employees have mastered the measures provided for in the prevention and protection plan, their own instructions, as well as their duties and responsibilities in the field of SHE established by the job description.
  • SHE Coordinator FUNCTION People JOB GRADE 15 SUCCESSION & DEVELOPMENT Manages and maintain the relationship with authorities (Labor inspectorate, Firefighting brigade, national Environment agency, Environment guard, Romanian water department, etc.);
  • Establishes and monitors the implementation of corrective measures following the audits of above authorities; Ensures the functioning of the Occupational Health and Safety Committee; Elaborates the topics for all SHE training phases, establishes the appropriate periodicity for each workplace and ensures training of employee in the field of safety and health at work is carried out; Develops the action plan in case of serious and imminent danger, according to the provisions of art. 101 – 107 Government Decision no. 1425/2006 and ensure that all employees are trained for its application; Offer support to all departments regarding the legislative regulations for safety, fire prevention, environmental protection and standards;
  • Prepares internal trainers in various fields for safety;
  • Identify and interpret future changes in local laws and regulations;
  • Proactively communicates suggestions and provides support to support safety improvements; Draws up the annual training program for first aid activities Ensures communication and investigation of events, registration and record of work accidents and dangerous incidents, signalling, research, declaration and reporting of occupational diseases;
  • Lead an effective accident investigation process.
  • Continuously improves the quality of the process of investigation and analysis of events;
  • Identify and apply lessons learned from safety events, to increase awareness among all employees;
  • Influences decisions regarding possible improvements in safety aspects by communicating the lessons learned following serious accidents or resulting in casualties; Coordinates the purchase of the necessary individual protective equipment and contributes to the continuous improvement of their quality;
  • Keep records of the work equipment and ensure that the periodic checks and, if necessary, the periodic tests of the work equipment are carried out by competent persons. 
  • SUCCESSION & DEVELOPMENT Provides support in evaluating changes that have an impact on safety (Management of Change) and makes proposals to support compliance in the future. 
  • Coordinates activities that support the development of competences and the level of safety culture; Effectively and regularly communicates the results of the BBS and ensures that risk reduction measures are implemented;
  • Trains and provides coaching to observers on how to recognize safe/unsafe behavior and how to provide positive and corrective feedback.
  • Manages and performs safety, environment and SU audits;
  • Provides coaching and guidance to auditors in order to perform high quality audits;
  • Continuously develops and improves audit programs and checklists
  • Validates solutions and measures to reduce/resolve the non-conformities resulting from the audit; Checks and analyzes data regarding safety and environmental performance;
  • Analyzes safety and environmental indicators to identify impact factors and proposes improvement actions in case of deviations;
  • It is ensured that the root cause analyzes of the safety events are reported according to the requirements in the reporting tools;
  • Optimizes the reporting process by streamlining data collection and reporting to ensure timely and accurate delivery;
  • Monitors data integrity (relevance and timeliness) to ensure compliance with standards and establishes appropriate audits;
  • Evaluate feedback from stakeholders on the reporting process and make improvements accordingly; Prepares internal decisions at HQ level regarding:
  • Employees with specific duties stipulated in the company standards (HMESC), for SHE compliance
  • Employees who apply first aid, fire extinguishing and emergency evacuation measures (319/2006 law)
  • The occupational health and safety committee team (Methodological norms for the application of law no 319/2006, art. 63)
  • Proposes clauses regarding occupational health and safety when concluding service contracts with other employers, including those concluded with foreign employers;
  • Coordinates the identification of environmental issues, evaluates the impact and acts to reduce or even eliminate it, by complying with legal norms; SUCCESSION & DEVELOPMENT
  • Ensures continuous improvement of activities related to the environment and waste management; Provides support for the preparation of the Safety budget and monitoring its implementation. Provides support for the preparation of the safety budget for protective equipment and special food provided to employees.


Requirements:


  • Higher education in the technical field; Certification studies in the field of SHE according to legal requirements; Internal auditor course for integrated management systems ( ISO 45001 & 14001)
  • At least 3 years of experience in the technical field ; High level of knowledge and experience in the field of safety to cover general activities
  • Proven abilities to persuade, influence and build credibility at all levels and for all functions;
  • Openness to new information and skills to put it into practice; Strategic and analytical thinking; Innovative and critical thinking;
  • Ability to work under pressure; Orientation towards results; MS Office package, SAP Flexibility, vision and spirit of initiative, team spirit, good organizational skills, efficiency in problem analysis and a good level of coaching;
