Overview: <ul><li>Oversee the design, engineering and execution of CAPEX projects to enhance the capability</li><li>production along with all construction activities and delivery of special projects as defined by Projects</li><li>Department in compliance of Company’s policies and standards.</li><li>These include projects of mechanical,</li><li>Instrumentation, electrical and/or civil nature, and which cover new and/or upgrading of existing production facilities and systems.</li></ul> Responsibilities: People Management: <ul><li>Supervise the activities and work performed by direct reports to ensure that it is carried out in an efficient and effective manner, in line with the annual business plans, and departmental policies and procedures</li><li>Provide guidance/coaching to all direct reports throughout each stage of project development and execution to ensure the knowledge and growth of the project engineering, construction and special projects management improves continuously within the organization</li><li>Identify and groom the high potential direct reports for increased responsibility and experience to prepare them for major capital project management and/or eventual promotion. </li><li>Recommend training and development interventions for team members to build their capabilities and competencies</li><li>Manage team and contractors’ performance, and interface with other departments in order to safely and timely meeting projects execution objectives</li></ul> Project Engineering: <ul><li>Manage and lead engineering and projects work of CAPEX nature in support of the ongoing of existing production facilities and equipment and any associated projects designed to upgrade or extend such facilities and equipment</li><li>Provide direction into each stage of project approval which includes presentations to the guidance review teams as well as presentations to the tender committee</li><li>Manage the use of external design and engineering consultants and project contractors involved in project design and execution work for all projects. </li><li>Provide recommendations in the selection and technical qualification of such consultants/contractors, reviewing requirements for variation orders and endorsing and/or approval within limits</li><li>Manage the initial stages of engineering projects aimed at expanding or enhancing the capability of all equipment, associated systems and facilities. </li><li>Direct engineering feasibility studies, manage the project planning and controlling the tender process for design consultants from pre-qualification, through addressing bidder enquiries, ensure that the preparation of the technical aspects of tender packages is carried out with technical correctness, reviewing bids and recommending short lists</li><li>Oversee overall project execution activities from leading initial project meetings to the inspection and testing process</li><li>Review the technical evaluation of new technologies for approval by management and implementation within facilities in order to ensure application of industry leading practices.</li></ul> Requirements: Education <ul><li>Required (Qualification1 / Discipline): Bachelor’s Degree in Engineering</li><li>Preferred (Qualification1 / Discipline): Master’s Degree in Engineering</li></ul> Experience: <ul><li>Required - Total of 10+ years of project experience in O&amp;G Industry, out of which 4+ years at Supervisor / Mid-Management level</li><li>Preferred - Total of 10+ years of project experience in Petrochemical Industry, out of which 5+ years at Supervisor / Mid-Management level</li></ul>

Job Purpose / Objective: <ul><li>Administer development process through providing induction, familiarization and orientation sessions and</li><li>programs to Developer, trainees, students and interns as well as career counselling and advice related to learning and development across the company. Responsibilities : Leadership <ul><li>Provide leadership for the preparation, planning, safe execution, and closeout of turnarounds per QTAPS.</li><li>Develop department goals and objectives in line with Human Capital Department guidelines to achieve business objectives and long-term department plans.</li><li>Support efforts to recruit and hire competent employees and manage employee performance including external contractors on TA planning assignments.</li><li>Lead TA Core Team and accomplish milestones and deliverables through active engagement of internal and external stakeholders, including Superintendents through regular meetings.</li><li>Identify and select team members with specific roles to individual turnarounds; ensure all core team members understand and perform their roles and responsibilities; and promote diversity of skills among the employees.</li></ul> Budget Planning <ul><li>Lead efforts for preparation and approval of TA AFD and AFE based on established cost estimation and optimization practices in accordance with QTAPS. Coordinate for financial close out of TA </li><li>Prepare department budget and ensure alignment with annual business plan; and monitor department budget spending against the approved budget</li></ul> Turnaround Management&nbsp; <ul><li>Develop framing documents, QTAPS milestones, deliverables, and track to ensure timely and quality completion</li><li>Ensure timely completion of Pre-TA inspection activities and coordinate for preparation and finalization of TA job and project lists. Coordinate for overseas campaign, recruitment &amp; mobilization of specialized, skilled manpower &amp; lead workers.</li><li>Coordinate the effort for Pre-TA schedule and ensure all Pre-TA jobs, preparation activities are tracked and completed ahead of TA.</li><li>Coordinate with various stake holders for confined space categorization, rescue plan preparation and site safety plan development and approvals.</li><li>Ensure all plans for contracting procurement, training, mobilization, execution, closeout, and reporting are in place for each planned TA.</li><li>Ensure planners assigned for shutdowns arrange required spares, materials, and services necessary.</li><li>Ensure conduct of lessons learned review, CPChem assessments, risk assessments, audits, workshops, and scope/cost optimization, coordination meetings and stage gate reviews.</li><li>Coordinate for contractors’ demobilization, invoices verification/SES issuance, post TA activities completions, materials return/reconciliation and publishing of TA close out report.</li></ul> Qatarization&nbsp; <ul><li>Lead preparation and execution of development plans for Qatari developee’s assigned. Monitor progress of developee’s and ensure smooth progress as per plan. Responsibilities:&nbsp; Overarching Activities: <ul><li>Handle end-to-end process for all purchase requisitions under framework agreement.</li><li>Handle end-to-end process for low-value purchase orders not under framework agreement.</li><li>Manage sourcing for tail end.</li><li>Take ownership of purchase’s full lifetime, from order to delivery.</li></ul> Purchase Requests and Orders: <ul><li>Receive, verify, and act on purchase requisitions under framework agreement and low-value purchase requisitions.</li><li>Examine purchase requisitions for completeness of technical details and information, interact independently with end users for correctness and warehouse for MM items before issue of RFQs.</li><li>Review quotations before sending to end users and seek appropriate clarifications to resolve technical issues for Materials Master and Services Master items items and direct out items if possible.</li><li>Seek technical and commercial clarifications from respective suppliers and communicate responses of suppliers to end users for final evaluation.</li><li>Issue tender enquiries, open tender documentation, technical and commercial evaluation of suppliers to issue purchase orders and supply agreements.</li></ul> Biddings, Negotiations and Tenders:&nbsp; KEY RESPONSIBILITIES: Project Estimation <ul><li>Analysing project specifications and requirements to identify all necessary cost components. </li><li>Visit the site, review the project scope, drawings &amp; specification to develop the cost estimate for the projects through different estimate classes as per the estimate guideline.</li><li>Liaise with project engineer and other project stakeholders to convert specifications/quantities to cost estimates for projects.</li><li>Assist to build the price schedule for contracting process.</li><li>Review the engineering and construction service proposals and validate the proposals alignment with original project scope.</li><li>Assist with bid analysis and contract negotiations whenever is applicable.</li><li>Collaborating with vendors, suppliers, and subcontractors through commercial department to obtain quotes and pricing information.</li><li>Collaborating with project engineers and projects stakeholders to develop and adjust budgets based on cost estimates. Estimate Control &amp; Cost Analysis  Monitoring and updating cost estimates through all project phases and propose corrective actions if necessary.</li><li>Analyse the cost of projects by comparing the original estimate and the actual cost through all project phases and provide a regular detailed variance report by cost elements.</li><li>Control and monitor any of projects’ expenses and plan for unforeseen costs that may arise.</li><li>Collect the cost details for completed projects, analyse the projects actual Vs estimate, compile the analysis for evaluation and create a lesson learned log sheet for all variations.</li></ul> REQUIREMENTS: <ul><li>Required (Qualification1 / Discipline): Bachelor’s Degree in Engineering (any discipline)</li><li>Preferred (Qualification1 / Discipline): Bachelor’s Degree in Engineering (Mechanical/Civil)</li><li>Experience Required (Years2 / Job Level3 / Industry): 5-7 years of experience as Estimation Engineer in the Petrochemical or Oil &amp; Gas Industry. Responsibilities: People Management <ul><li>Advise and assist Maintenance l&amp;E Engineers, electricians, instrument technicians and production supervisors on complex electrical and instrument repairs and troubleshooting methodologies.</li><li>Support all the efforts towards building a harmonious work environment to promote the spirit of cooperation and team building within the l&amp;E Reliability Section.</li><li>Provide required technical support in matters requiring higher level of expertise and consultation.</li></ul>&nbsp;Instrument &amp; Electrical Assets Integrity <ul><li>Develop and implement Reliability strategies by utilizing conventional techniques such as Reliability Centred Maintenance (RCM), Root Cause Analysis (RCA), Preventive and Predictive maintenance (PPM) strategies, and other industry accepted reliability techniques to analyse l&amp;E equipment failures and produce cost effective strategies to ensure safe and reliable operation of the plant.</li><li>Implement Mechanical Integrity &amp; Quality Assurance best practices. Work with technical, production and maintenance to implement solutions.</li><li>Lead Reliability Improvement efforts of the plant from the platform of Reliability Improvement Teams (RITs).</li><li>Perform Root Cause Failure Analysis to identify various failure modes and recommend strategies to help improve l&amp;E equipment reliability.</li><li>Evaluate RCA reports, criticality studies, equipment strategies, and risk assessments on equipment to ensure consistency and compliance with company procedures and policies.</li><li>Evaluate facility incidents that affect reliability and ensure that appropriate RCAs are performed.</li><li>Assist in tracking RCA findings and completing action items in a timely manner .</li><li>Develop Instrumented Protective Systems (IPS) related work processes in the company to comply with regulatory requirements mandated both by International Standards (IEC61511/ISA 84) and Company Standards RMS 5700.</li><li>Administer the development of detailed engineering calculations and drawings including the preparation of Single Line Diagrams, Schematic Diagrams, Cable Schedules, Interconnection drawings, loop drawings, Instrument data sheets etc.</li><li>Prepare technical inquiry requests to vendors, participate in the technical evaluation of vendor bid offers.</li><li>Review vendor drawings and documents and review design calculation.
