Job Purpose / Objective: <ul><li>Administer development process through providing induction, familiarization and orientation sessions and</li><li>programs to Developer, trainees, students and interns as well as career counselling and advice related to learning and development across the company. Is primarily responsible for the design of development plans, counselling on performance, and conducting need analysis of training courses.&nbsp;</li><li>Analyse and update the plans, provide input to the QIS system, supervise summer trainees and internships, scholarship and FE students and act as liaison representative to a number of external agencies, institutions and partners.</li></ul> Responsibilities: Strategic Plans and the E&amp;I Sector Reporting (QIS): <ul><li>Assist in assuring departmental plans are up-dated and complete each year in order to ensure</li><li>operational efficiency visa the process.</li><li>Contribute to the provision of data input to the Qatari Information System (QIS) database in order to be</li><li>compliant with Qatar Petroleum requirements.</li><li>Contribute to the E&amp;I Sector Awards submission as well as to the drafting of the E&amp;I Sector report.</li></ul> Further Education (FE) Administration: <ul><li>Support Managers in submitting their FE nominations as per QP guidelines &amp; policies, procedures and strategic objectives.</li><li>Assist departments with their FE applications to ensure they meet the criteria.&nbsp;</li><li>Advise and make recommendations to assist with the process.</li><li>Provide support and assistance to administrative and financial arrangements for FE students in order to ensure that the FE process progress smoothly.</li><li>Act as a focal point to liaise with QP to ensure all the students’ support, monitoring, and reporting are in place and up to date.</li><li>Participate in the annual budget preparation related to FE.</li><li>Assist with ensuring status reports pertaining to FE student’s employees are prepared and circulated to Chiefs and Managers.</li></ul> Scholarship: <ul><li>Implement the Scholarship strategy to meet development needs in accordance with</li><li>the corporate strategic Plans.</li><li>Communicate the Scholarship approach to departmental heads, supervisors and coaches in order to ensure operational continuity and have clarity around the process.</li><li>Communicate and follow up with QP with regards to fulfil scholarship yearly demands.</li><li>Participate in E&amp;I sector Education Program Committee’s (EPC) interviews and meeting as needed.</li><li>Liaise with QP to ensure the implementation of scholarship students training plans and assure the students are engaged with the employees through effective monitoring.</li><li>Implement and follow up on all administrative and financial arrangements to ensure scholarship students retention.</li><li>Participate in the annual budget preparation related to scholarships.</li></ul> Summer Trainees and Internships: <ul><li>Plan, implement and coordinate summer training and internship programs and communicate effectively to key partners.</li><li>Ensure all students have a formal training plan and contract in order to yield the higher outcome from the</li><li>programs and maximise the students learning and development opportunities.</li><li>Ensure that administrative and financial arrangements (including participating in the yearly budgeting) are</li><li>Aligned with policy and students’ payment and recognitions are promptly and accurately completed and processed.</li><li>Confirm that assigned departments are actively engaged with students and are kept abreast of their progress and achievement.</li></ul> Requirements: <ul><li>Bachelor’s degree in Business Administration or any related discipline</li><li>Total of 5-7 years of experience in a similar position/ field.</li></ul>

Responsibilities : Leadership <ul><li>Provide leadership for the preparation, planning, safe execution, and closeout of turnarounds per QTAPS.</li><li>Develop department goals and objectives in line with Human Capital Department guidelines to achieve business objectives and long-term department plans.</li><li>Support efforts to recruit and hire competent employees and manage employee performance including external contractors on TA planning assignments.</li><li>Lead TA Core Team and accomplish milestones and deliverables through active engagement of internal and external stakeholders, including Superintendents through regular meetings.</li><li>Identify and select team members with specific roles to individual turnarounds; ensure all core team members understand and perform their roles and responsibilities; and promote diversity of skills among the employees.</li></ul> Budget Planning <ul><li>Lead efforts for preparation and approval of TA AFD and AFE based on established cost estimation and optimization practices in accordance with QTAPS. Coordinate for financial close out of TA </li><li>Prepare department budget and ensure alignment with annual business plan; and monitor department budget spending against the approved budget</li></ul> Turnaround Management&nbsp; <ul><li>Develop framing documents, QTAPS milestones, deliverables, and track to ensure timely and quality completion</li><li>Ensure timely completion of Pre-TA inspection activities and coordinate for preparation and finalization of TA job and project lists. Coordinate for overseas campaign, recruitment &amp; mobilization of specialized, skilled manpower &amp; lead workers.</li><li>Coordinate the effort for Pre-TA schedule and ensure all Pre-TA jobs, preparation activities are tracked and completed ahead of TA.</li><li>Coordinate with various stake holders for confined space categorization, rescue plan preparation and site safety plan development and approvals.</li><li>Ensure all plans for contracting procurement, training, mobilization, execution, closeout, and reporting are in place for each planned TA.</li><li>Ensure planners assigned for shutdowns arrange required spares, materials, and services necessary.</li><li>Ensure conduct of lessons learned review, CPChem assessments, risk assessments, audits, workshops, and scope/cost optimization, coordination meetings and stage gate reviews.</li><li>Coordinate for contractors’ demobilization, invoices verification/SES issuance, post TA activities completions, materials return/reconciliation and publishing of TA close out report.</li></ul> Qatarization&nbsp; <ul><li>Lead preparation and execution of development plans for Qatari developee’s assigned. Monitor progress of developee’s and ensure smooth progress as per plan. Responsibilities:&nbsp; Overarching Activities: <ul><li>Handle end-to-end process for all purchase requisitions under framework agreement.</li><li>Handle end-to-end process for low-value purchase orders not under framework agreement.</li><li>Manage sourcing for tail end.</li><li>Take ownership of purchase’s full lifetime, from order to delivery.</li></ul> Purchase Requests and Orders: <ul><li>Receive, verify, and act on purchase requisitions under framework agreement and low-value purchase requisitions.</li><li>Examine purchase requisitions for completeness of technical details and information, interact independently with end users for correctness and warehouse for MM items before issue of RFQs.</li><li>Review quotations before sending to end users and seek appropriate clarifications to resolve technical issues for Materials Master and Services Master items items and direct out items if possible.</li><li>Seek technical and commercial clarifications from respective suppliers and communicate responses of suppliers to end users for final evaluation.</li><li>Issue tender enquiries, open tender documentation, technical and commercial evaluation of suppliers to issue purchase orders and supply agreements.</li></ul> Biddings, Negotiations and Tenders:&nbsp; KEY RESPONSIBILITIES: Project Estimation <ul><li>Analysing project specifications and requirements to identify all necessary cost components. </li><li>Visit the site, review the project scope, drawings &amp; specification to develop the cost estimate for the projects through different estimate classes as per the estimate guideline.</li><li>Liaise with project engineer and other project stakeholders to convert specifications/quantities to cost estimates for projects.</li><li>Assist to build the price schedule for contracting process.</li><li>Review the engineering and construction service proposals and validate the proposals alignment with original project scope.</li><li>Assist with bid analysis and contract negotiations whenever is applicable.</li><li>Collaborating with vendors, suppliers, and subcontractors through commercial department to obtain quotes and pricing information.</li><li>Collaborating with project engineers and projects stakeholders to develop and adjust budgets based on cost estimates. Responsibilities: <ul><li>Participate in a unique, world-class project on innovative process design for transport fuels and petrochemicals production.</li><li>Develop, configure and optimize industrial processes and participate in engineering and process design studies.</li><li>Address technical challenges associated with adopting new process and retro fitting to existing refinery configurations.</li><li>Perform financial modeling, cost estimates and projections on transport fuels and petrochemicals.</li><li>Conduct techno-economic analysis and benchmarking of R&amp;D projects against commercial and existing technologies.</li><li>Analyze the carbon footprint and energy intensity of new and existing refining/petrochemical processes; and suggest process improvements to reduce the carbon footprint and enhance energy efficiency&nbsp;</li><li>Liaise with business proponent and engineering team.</li><li>Mentor and oversee development of young engineers in the area of specialty.&nbsp;</li><li>Find creative solutions to technical problems, both working individually and within a team.&nbsp;</li></ul> Requirements: <ul><li>Advanced degree in Chemical Engineering or relevant discipline from a recognized and approved program.</li><li>At least 10 years of experience of process engineering in refining/petrochemicals industry.</li><li>Experienced in refinery and petrochemical flowsheeting (PFD and P&amp;ID), and equipment sizing and capital cost estimation</li><li>Knowledgeable about standard refining, petrochemical processes (e.g. fluid catalytic cracking, hydrocracking, reforming,…etc.) and utilities process.&nbsp;</li><li>Able to conduct detailed techno-economic assessment of R&amp;D projects.&nbsp;</li><li>Experience with R&amp;D projects, process development and/or scale up is a plus.</li><li>Strong project management, interpersonal skills and the capability to work effectively across multiple functional departments.</li><li>Proven track record of excellence in previous positions held.&nbsp;</li></ul>

Responsibilities: <ul><li>Day-to-day management of multiple instructional design and development projects including timelines, schedules, work scope, and deliverables of assigned projects</li><li>Apply instructional design principles in the design of effective and engaging training courses for instructor-led training (ILT), virtual instructor-led training (VILT), and eLearning in English</li><li>Develop Kirkpatrick Level 2 and Level 3 assessment tools</li><li>Develop written training materials and content for ILT, VILT, and eLearning</li><li>Develop training materials in English</li><li>Analyze existing course designs and instructional materials and make improvements as necessary</li></ul> Requirements: <ul><li>Master’s degree in Instructional Design or related field required</li><li>10+ years of experience designing performance-based, technical training for professionals</li><li>Managing L&amp;D projects</li><li>Ability to work closely with subject-matter experts (SMEs), partnering with them through the design process, to elicit knowledge, to manage their deliverables and process, to negotiate and influence without authority</li><li>Ability to quickly understand, simplify, organize, and present complex information</li><li>Experience developing learning assessments</li><li>Excellent verbal and written communication skills</li><li>Excellent writing and editing skills</li></ul>
